The latest white XR-E is the R2, which will be more efficient in comparison to the Q5. The difference between the R2, and Q5 in the real world however is extremely small, and other more important factors like user interface, cost, build quality, and reputation, warranty, and service of the manufacture.
My personal opinion is that you should at least double your budget, and buy from a more dependable store.

Discount codes:

Listing of reliable stores:

Please check with the manufacturer of the light, or store about the warranty, and service
you will receive on the light before purchasing. Also, it would not hurt to do a search, and see what everyone else thinks about the light you are looking at.

I've REALLY been impressed with the Quark Turbo AA2 Tacticle.  Great throw, long run time, and very good UI.  I use it as my EDC now.  It lights up all the nooks and cranies around my plant when I'm ding my daily walkabout in a 300,000 ft2 plant.

When the original poster started this thread with the title of "best flashlight with AA battery usage?" any of the Quarks that use AA batteries could qualify, within their price bracket of course.
